My first guess would be a combination of insufficient demand for faster playback than that coupled with UI concerns (limited set of options provides more ways to display them) and perhaps processing concerns. (however probably not the last one)

If you have an wnforcement mechanism to delete the video, sure, why not. I'd say however. that that is a solution in search of a problem.

Yes, that is correct, however notes are not advertised as deletable. Some may expect they would be, but it's not their key feature. With stories it is their key feature.

Not to spoil fun, but Anatomy of the state and Man economy and state are both available on youtube as audiobooks. Both are quite well narrated and processed.
I second not recommending any books.
What I would recommend is getting an old computer, thst you can experiment on. Run linux on it, make it into a router, convert it into a NAS, run your own node on it...
Pretty much the first thing you'll have to learn is how to google for stuff when you get stuck.
And mainly, don't get intimidated by foreign concepts and not understanding a lot at first. The beauty in CS is that everything can be broken down into really simple, easy to grasp concepts and a lot can be tried at home at little to no cost and if you are persistent enough, you can master anything in this field just given enough time and effort.
That's a little different. No harm is done, if a relay and/or client doesn't respect your mute list. You can just stop using it and go on with your life.
However if you rely on a note being deleted and it isn't, it can potentially cause tremendous damage. In most cases it won't cause any damage or if any, only minor, but making an integral feature that promises [thing], which cannot be reliably satisfied in a trustless manner is potentially dangerous.

Not really. You can try it, but you do not have any enforcement mechanism. It would have to rely on trust with its key feature. That's a big no no in my eyes.
Because those are terrible and because there is no way to ensure that all relays will respect the 24h rule thus making them unreliable.
