Not exactly. Many countries prohibit holding any crypto, including bitcoin. And bitcoin can be backtraced to the issuing wallet (there are companies specialized to this, like the Israelian Chainalysis).
The most positive thing regarding bitcoin that issuing is not a monopoly of any state or bank. So the decentralized issuing itself is the main advantage.
