I live in another LATAM country. big one, I am pretty sure my ISP blocks the VPNs, may be not for political reasons but for own interest (sell the data), you call them and crickets.. I know it cause frequently when im browsing and it gets stuck, I turn off VPN and all works.. SO, stay vigilant and assume it all the time
