nostr.mom does rate limiting based on IP.
nos.lol does rate limiting based on pub key. But if pub keys get too many per IP, it blocks the IP as well.

i do use the notes for training AI but everybody else can do that too as relays are very open.. but i don't track anything related to users. i keep only recent logs. happy to provide access to the server to well known people if someone wants to audit my server.
