What if the state hands out permits? Does that automatically make anyone who recieves such a permit a part of the state? Also, what if there are two separate organizations with a mutual truce? Are they two governments? One government? No government?

If your son has terminal cancer than a billion dollars isn't going to help much. If you did nothing to earn the billion dollars then you might find yourself pretty unfulfilled. There are plenty of people who might be very happy to receive a billion dollars, there's a bigger difference than just creativity.
