The Common Law—

THEN when more fines arrive in the mail, write "return to sender" - do NOT open the envelope (use your judgement - usually an official window envelope with YOUR ALL CAPS NAME). Maintain your cool. Be polite. Do not say anything else. Restate your wish to maintain your right to remain silent over and over. They will have better things to do eventually (they are busy). This way maintains your status in "honor" and forces them into stalemate.
