Isn't very easy to make Nostr illegal too? Relay IPS are known. Tor public IPS are known.

Your ISP knows you are connecting to tor. They don't need to know what you post. They just need to start arresting a few users.
It's just too easy to stop everyone and it's even easier for users to make mistakes.
