Насколько я помню там сам админ дамп и выложил, ну и в целом похоже на котолампу просто потому что есть created_at и NIP-22 и там админ решает в каком временном окне ему события нужны на релее. Ну и в целом понятно, что такие популярные релеи как damus будут засраны моментально без всяких дампов, просто пользователями и другими релеями
