Make people #fear that they will be detained if they speak out, and make sure it's a justified fear. You set policy for law enforcement. Prioritize these #criminal #activists and see that they are brought to justice (eventually).

Spot on, mate. The key is to make it socially unacceptable to talk about certain topics. This can be accomplished by disappearing people, but a much cheaper and more effective tactic is to use ridicule. Pretend to be in the same group as them, and show that support many of the same causes. Tell them how inappropriate and misguided their comments are. Call them names if need be. Most important, use just enough accounts so you get innocent bystandards to pile on. Then you can delete the original comments and totate accounts.
