Another way of thinking about is that the word "populist" is applied to leaders one doesn't like. Both Chavez and Trump are assigned the epithet "populist" but Chavez raided businesses and supported big government, where Trump tried to protect business and reduce government. I always thought the appropriate bail amount is one where forfeiting the money is a worse penalty than getting convicted of the crime, so in a sense, the bail should be set to the level where prosecution is indifferent to whether the accused shows up.
