Yes. This is Alex's Ditto server for testing. The main one is Ditto.pub and you can deploy your own, I don't know what to call it in Nostr terms, relay/client(?) of your own.
It's a guess, but I can guess that most likely not. Even two-way radios by themselves are rare nowadays.

I keep watching videos about Meshtastic, and it seems great this is getting developed rather quick. However, personally I have no point in getting one (yet). As I have no one near me who has it.
