It seems all governments / civilizations tend towards extreme corruption, no matter how lofty the original goals were. I think some type of revolution or collapse will be needed to roll things back at this point.

Security is only one of the things you want in a password manager. Ease of use with actual accounts is just as important and I don't think it makes much sense for that to be honest.
