I'm no scholar but the way I see it: depends on how soon or willing people are to finally admit the stupidity of letting blindly stupid compassion get in the way of civilization's need for law and order... and then avoid overcompensating by clamping down so hard that government can abuse it and you come all the way back around to provoking government corruption, prohibition era style organized crime, and similar violence. Basically: It all depends and it's complicated.

That depends. Accounting for inflation, per-capita numbers and all.. there were many times on record where, throughout the world and various societies, had to deal with similar levels of theft, violence, and damages. Think back to some of the worst eras in England, the Middle East and other places throughout history where they had to respond by clamping down on these things. Inevitably, we'll see a similar clamping down. Forget history, you're doomed to repeat it.
