I'm not sure how the cap works there, but if they are not there then I'm certain most are in the Royal Academy or somewhere in the DLC. If you want more of the online the only way is to offer your sign at the Marika mini statues (I forgot the name) through that branch thing that spreads your sign across all map if you want. Then you might invasions, that or invade yourself. I still think it's the DLC that is mostly populated.
