Mutes should just be a NIP-13 PoW requirement. To fully silence someone from your inbox, just set it higher than feasible, but know that will project weakness and closed-mindedness in most situations. To quiet someone down a bit, feasible PoW requirements should be effective.

So you want an account to have a minimum mute count in order to qualify for proof of work requirements?
What would be higher than feasible be numerically?
Wouldn't bots be able to adapt quickly by creating a default mute list that reaches the requirements?
I meant, you set a proof of work requirement on how long someone has to mine hashes for their post before you'll be able to see it
So a really high requirement could be impossible and work as a full mute, but a soft mute could let someone reach you with limited reach if they're patient
I could see a lot of bug reports being written by people who did not know any better about why there is slow loading times.
People might start to think their Nostr client is broken, or bitch out their internet provider too.
