That is correct. But, considering if you or I had so much as put our hands on one of the folders those classified docs were in, we would be disappeared to a CIA black site, yet dippy roams un-tethered... is it really all that surprising?

That may not be exactly correct. As far as I can tell, any old citizen who simply possesses a classified document without being cleared is actually not committing a crime. The Espionage Act criminalizes disclosure to foreign nationals, unlawful retention (that is, refusing a request to turn them over), and a number of other things. But it does not appear to criminalize possession itself.

Please point me to the proper case or statute if I've missed it.
