Anyone trying to "force" anything on me should just apply some "force" on themselves e.g. by hanging themselves from a tree.
It's a good idea to segregate identities and should be suggested but it's up to the user.
Current WebAuthn implementations only allow for separate identities across web sites but that's a bug not a feature.
