Genuinely curious: couldn't governments just force/pressure clients like Damus directly, under the threat of arrest, to use a fixed list of pre-approved relays and to remove the option of the user adding their own preferred relays?

Yes what happened is completely heartbreaking.
I do have more information and it’s due to mental health and how the system has let people down including families of victims and mental health patients.
