Japanese culture is different. If a group is waiting they instantly form a line. They ban public trash cans and people walk around with trash in their pockets until they get home. If there is a rule or law they follow it.

Sounds like hell, but...
I think Americans are so far removed from a country with a homogeneous population with similar values, that we can't imagine being in that situation and having a government that's legitimately working in the best interest of their citizens and no one else. It would be a completely different situation, and maybe we'd get more outcomes like this.
