Gringo is a term used here in CR 🇨🇷, it's not meant to be an insult. It's more like calling somebody a foreigner. Most of the time we call gringos people from US.

Term comes from long long time ago when military 🪖 in green uniform were around, so people said "green go".

Is not a bad word or insult here in Costa Rica 🇨🇷

My understanding is that it was previously a pejorative term for foreigner or outsider many decades ago & just is no longer in many places because the intended recipients refused to be insulted. So formerly angry words became "a funny thing we can say & they'll agree" & eventually it was just commonly used.

Something around those lines yes... Might be previous generations used it as pejorative.

Time and world changes 🌎🌍

We also say gringo in Argentina, means many things. Can be foreigner, blonde, farmer even. Never pejorative. 🇦🇷
