Nostr is a protocol, not a platform. There is no central authority to remove people from a protocol. Blocking is your only option. Even the creators of apps that use the protocol can’t keep people from using the protocol.
Actually, contrarian — blocking is NOT the ONLY option. You’ve clearly missed the memo.

Why escalate a situation when blocking is available? Why do you feel you have the right to make decisions on who others can communicate with?
Just connect to some paid relays and leave nostr free!
Connecting to only paid relays just shifts who’s got the content moderation responsibility. Sure it’s going to somebody who’s been PAID to do the work, but they still have to decide.
Under US law, it is illegal to hold child pornography on your device, even if you didn’t put it there and don’t know it’s there. In Germany the same is true of Nazi symbols. And in Thailand the laws are around insulting the king.
It doesn’t really matter where you are, there is always a line which can be crossed. Therefore there is always a need for moderation.
In Nostr, the hosting and therefor responsibility for making these decisions lies with the relay operators. Users can block, report, and filter in their clients, but relays are the nexus.
