π― nostr in its current form makes this problem even worse than on centralised platforms. unfortunately most devs don't care.

The "safe space" mindset is trash and only leads to censorship and discord. The solution against harassment and incivility is not to put the burden of guessing what hurts your feelings on devs or relay owners, but to demand that they give each individual user the tools to do the work by themselves.
As I said in my other comment, muting seems insufficient, so I think it's legitimate to ask them to give users the ability to effectively block other users from following them or seeing their content. That's where it stops.
But we do have mute/block on (all?) clients, no? π€
Mute, yes. Block only by choosing our relays better.
Maybe I don't really know the difference. What is a block doing that a mute isn't?
