If this rate adjusted based on the traffic & was readily available to people aiming to drive into the city--both digitally & maybe displayed just before highway exits for public transit stations--it would actually be a solid way to collect revenue & otherwise solve a difficult problem. But I'm sure they'll fuck it up somehow.

This is literally the same thing happening in London with the "congestion zones". There is no justification for this, even to give them the benefit of the doubt.
