If this rate adjusted based on the traffic & was readily available to people aiming to drive into the city--both digitally & maybe displayed just before highway exits for public transit stations--it would actually be a solid way to collect revenue & otherwise solve a difficult problem. But I'm sure they'll fuck it up somehow.

London congestion charge has been around for decades and proves the funds are just squandered.
Same as various HOV toll based charges that vary based on congestion in places in the US
This is literally the same thing happening in London with the "congestion zones". There is no justification for this, even to give them the benefit of the doubt.
