Because he sold his soul to the feds. Once you work with the feds, the feds, don't just let you go live. Your life after that, Jack is a fed. Little rich people that live in Nice houses. Don't realize this because they're not in the trenches. When you're in the trenches, you understand that once you work for a fed, The Fed doesn't leave you alone, right?
