Esta enmienda tiene como objetivo reemplazar el IFI, un impuesto sobre el patrimonio “inmobiliario”, por un impuesto sobre el patrimonio “improductivo”.

Por un lado, las inversiones en “piedra y papel” y en alquiler están incluidas en el ámbito de aplicación de las IFI, aunque son innegablemente inversiones productivas que contribuyen al crecimiento y, al mismo tiempo, satisfacen las necesidades de los hogares y las empresas. Desde este punto de vista, es un error considerar el sector inmobiliario como una inversión improductiva.

Por otra parte, las IFI excluyen de su base los activos que claramente no contribuyen al dinamismo de la economía francesa. De hecho, la decisión de limitar el alcance de la actual IFI a los activos inmobiliarios sólo conduce a eximir elementos de activos como el efectivo y los bienes de consumo, que representaban una parte sustancial de la base del ISF y difícilmente pueden describirse como “productivos”.

Paradójicamente, una estrategia sin duda "antieconómica" consistente en vender un apartamento actualmente alquilado de forma no profesional para dejar el producto de la venta en la cuenta corriente o comprar un yate permite ahora escapar de las IFI.

Con esta modificación, se incluiría en la base de esta IFI renovada lo siguiente:

- edificios no construidos (por ejemplo, terrenos edificables), cuando no se utilizan para una actividad económica;

- efectivo e inversiones financieras similares (cuenta corriente, cuentas de ahorro, fondos monetarios, etc.);

- bienes muebles corporales (objetos preciosos, automóviles, yates, aviones, muebles, etc.);

- activos digitales (por ejemplo, bitcoins);

- los derechos de propiedad literaria, artística e industrial, cuando el responsable no sea el autor ni el inventor.
