I hear where you're coming from but this rhymes with "we need more government, not less" and that doesn't sit well.

The more people involved on a decision making level, the less culpability. The easier it is to obscure who pushed for, who developed, who implemented what. The bigger the one space gets, the less likely, it seems, that it will work for the purity of the system.

We've done this before.
