I don’t think that it had to do with the relay. The gif is posted as link like the avatar or banner.
If Nostr.build is converting from gif to jpeg I think it’s related to the client using Nostr.build or the website itself.
Do you tried a other browser?

In Damus I just paste the .gif link directly and it works 95% of the time
