Seems a virtue signal. I like the intention.
Maybe disabling wi-fi, cell phone signal around the city center would be more effective.
It shouldn't be a law. Its always better to encourage good behavior or shame bad behavior than to coerce behavior... but that takes socieltal teamwork, which is hard.
I think it's great. I wish there were more bans like this on the use of technology. That being said, I don't see something like this happening at scale. Tech is simply too pervasive in day-to-day life.

I can't read the article because its covered in cookie popups and ads but based on the title I'll say this.
Making laws to stop things is kind of stupid and don't directly prevent the behavior, they just punish it after the fact.
"But young people say there's little else to do" - giving up scrolling on your phone is not about finding something else to do thats more entertaining. Its about being okay with being board, to many people are afraid of being board
