It shouldn't be a law. Its always better to encourage good behavior or shame bad behavior than to coerce behavior... but that takes socieltal teamwork, which is hard.

I agree. If you want to see a change in your community, passing bans is not the way to do it.
Especially in a small community... it seems totally doable without bans.
