anyhow, they gotta grease up the skids for putting a cap on people's energy consumption... they need to integrate the money with the utilities and block being able to pay, or use, more jigawatts than they decree
then keep revising that target downwards until enough people die of hypothermia
And perhaps, give them a stipend only to interact with state authorized media
