Use either Mullvad or Proton VPN and it will work fine, among many others. It's known that certain Tor nodes are occasionally blocking connections to GrapheneOS servers for unclear reasons, but you should receive notices about DNS resolution failing or other network errors as long as you haven't disabled notifications for System Updater and App Store. Check if you have their notifications enabled.

It's okay to disable the silent/collapsed notification for the OS and apps already being up-to-date if you don't want it visible at the bottom when opening the notification tray. However, don't turn off all App Store or System Updater notifications. That's how they communicate errors to users.

If you changed them from Any network to Unmetered and your VPN marks itself as Metered, that's the issue.

By default, any network is allowed (Any) since updates are important. If you disallow using Metered networks then it won't usually use cellular, Wi-Fi networks specifically marked as metered or a VPN connection marked metered by the VPN app. VPN apps are meant to set whether they are Metered based on the underlying connection. Some VPN apps may wrongly mark themselves as Metered due to a bug or design choice.
