By default, any network is allowed (Any) since updates are important. If you disallow using Metered networks then it won't usually use cellular, Wi-Fi networks specifically marked as metered or a VPN connection marked metered by the VPN app. VPN apps are meant to set whether they are Metered based on the underlying connection. Some VPN apps may wrongly mark themselves as Metered due to a bug or design choice.

If you changed them from Any network to Unmetered and your VPN marks itself as Metered, that's the issue.
