If it's stock then you'll want to replace the PSU fan for sure. The intake/exhaust fans can also be replaced for lower noise. I went with 140mm noctua, but I heard good things about ac infinity fans. Then you need a firmware that allows setting a target wattage. I use Braiins firmware and set it to 650 watts. End result sounds about the same as an average gaming PC.
