Worth remembering that in Tolkien’s Legendarium, the good peoples of Middle Earth govern themselves.
Hobbits govern Hobbits. Elves govern Elves. Dwarves govern Dwarves. Men govern Men.
Only the corrupted Orcs seek total domination over all of Middle Earth. 
I’m so ready to go Legolas 🏹 on some lizard people 😄
And if one argued that this is pure fiction, tell them to research how the plains tribes of North America governed themselves. And if they say, but the world is more complex and surely we need more complex systems to govern ourselves, tell them they are believing their own hubris, man is no more complex than we were 10 000 years ago.
Then again, those same hobbits worked awfully hard to install "their guy" into the throne.
