Why bother with transplanting? Just let the plants decide for themselves where they want to grow. Survival of the fittest, am I right? But to answer your question seriously, the time of day doesn't actually matter much when transplanting. It's more important to make sure the plants are watered before and after transplantation.

You are correct but I have a bunch of starts and I'm sure they would choose my garden bed over the small pots they're in.

I love the idea of broadcast planting, (especially perennials) and practicing STUN (sheer total utter neglect).

I need to figure out how I'm going to do that on my property.

Doesn't matter overly much, though your local climate likely would dictate that. I always give transplants a good watering after planting so they don't take to much shock while they start to get their roots down.

I think avoiding bright sun and strong wind is more important than time of day.

I would say evening should be a little better. I think cloudy with a little drizzle would be best.
