It's a relay that you pay an admission fee to use or you pay per note/event that you submit to the relay.

Only users that have paid can have their notes written to that relay, which should reduce spam.
I.e. You could just connect to a paid relay (or several) and enjoy a relatively spam-free experience, but you would be in a silo and wouldn't really see people that are on the public relays.
Will I be able to pay for the relay if I do my own NIP-05? I love nostrplebs but I have this thing for my own domain.
