I imagine interstellar starships will leave with some kind of layer 2 wrapped btc to use for their own circular economy and have to settle on chain when they return 1,000 years later or will have to do swaps with bitcoin carrier ships to deal with liquidity and purchases from abroad.

Exactly, it might be prudent to establish some kind of reverter signal in the event the ship is destroyed to transmit the closure of the mint on chain with designated beneficiary addresses whenever the transaction signal makes it back to earth. Otherwise it's a donation to everyone.
