Would this allow someone to, say, send notes that can only be broadcast on a single relay? So they can't be boosted and won't propagate to other relays? Think that'd allow some very cool functionality.

no, anyone can publish this, but there is no link to your main identity nor the content be revealed

yeah, only the key can decrypt the content so it doesn't matter on which relays it is

1. generate new key (I kinda wanna do a BIP-85 style derivation, but I would need the main private key for this)

2. create a replaceable event with this key (no link to your main key); content is encrypted with this key

3. store key and replaceable event naddr on a tagged self-DM

if you want to share/collaborate with someone on this particular note, you can reveal the key with no implications to your main key

no, you can design a 1-of-n multisig including each person you want to include from the beginning; or you can share the private key of a particular note without revealing anything about your main key
