Oh yeah, I've read it! I think it's one of the more important books of the modern age; it lays out an actionable guideline to undermine the modern nation-state and organize humans in a more "natural" way. Recognition from other states is the only condition I question, but aside from that it's a really interesting book, even for the historical references that are presented alone.
