If we add more decimals to non-base layers, it should be fine but if it is increased at the base layer (bitcoin) it would cause more sats to be minted, right?

Probably still never surpass 21 million but technically it would β€œmint” new sats?

There will only ever be ~21m btc

This would add nothing except make btc more divisible.

Very hard to change if not effectively impossible

Most folks here see the benefit of a cap on inflation. I am among them. But think about two or three generations from now. Also consider the number of alt-coins that do not have a limit on inflation. Also consider the changes that already have happened.
