Some sort of 3rd party verifiable source. Like Yoti, but with codes that don't expire and a photo. Or hosting images on a 3rd party server that verifies you're over 18 that meets 18 USC 2257 record keeping requirements.

Maybe add something like specific verification available via yoti on request?
