But who is to say who is not an artist?
I think the question is rather "who is to claim who IS an artist"
Anyone else but the artist himself. You can call yourself and artist but it dosen't really hold weight until others see this in you.
It's a bit like calling yourself a hero. Only the people outside of you can determine if you are really a hero or not.
What's the difference between an artist and a craftsman?
I'm not even sure what an artist is. It's so vague and large. An artist could just be someone that does thing in a certain way that is different and people find interesting and want to see more.
But if I had to really try to pin point the difference I would say that the artist has a way of being while the craftsman has a way of doing.
A craft is something you constantly work on to get better with measurements and finding the right tools and experiments with different materials.
The craftsman seek to rsgine his way of doing while the artist simply is. He simply is but.. in a peculiar way.
But I'm not even sure to be honest. I don't think there's really a definition to it.

Do you consider yourself an artist or a craftsman?
When it comes to leather work I'm a craftman for sure. I'm good at making plans, following them and refining the craft more and more.
To me the artists in leatherwork are the people carving. Or those who vibe craft. They just go with the flow without a plan and obtain good result.
I realize saying this is extending my previous definition of artist but I think it's true. The artist dosen't need to work with a plan. But an artist can also be so much more than just tangible work. It's an overall creative person in all domains.
Great replys all around, thank you. I wonder if you get to a level of refining your craft over and over to such a point that something like a "singularity" happens and artistry explodes. Where you cant help but create something so profound and unique that any outsider would only see as "art."
