I live in a primary target zone. No homemade bunker is going to save me. There's a few public shelters within 15 miles of my house, so I'll just head there and hope for the best.

First of all, I live in a condo complex and I'm not allowed to dig a bunker. Second, I don't have the available funds to build an effective nuclear bunker even if I could dig. Third, I live within city limits and I highly doubt the zoning laws would permit me to build one.
Oh ok. I thought you were doubting the capability of an underground shelter. A blast resistant shelter should be enough if you’re several miles away from the blast. Anything closer and you’re screwed
I don't doubt the effectiveness of a properly constructed shelter, just my ability to create one given all the circumstances. I'm right in the middle of two primary targets, so I'm probably just gonna be vaporized. 🤷♂️

Switzerland. Between private and public there is room for 9M people in atomic shelters. (Population is a few 100k’s below that).

I don’t think they are as such. But it is my understanding that there is stock ready and regularly replenished ready to be deployed. It’s also a citizen responsibility to be ready. I think it’s not mandatory to build them anymore (stopped in 2014). But the amount of places in shelter is monitored and more will be built is population keeps growing this fast.
Whatever you do, be aware of the nuclear sponge. Some people relocate to the middle of nowhere only to discover they are near a nuclear missile silo.
