Maybe I need to put gossip to the side and build a personal relay that will accept giftwraps and file uploads, since public paid relays have good reasons not do, and yet we really ought to have secure DMs.

I agree. Websockets has a binary message. Relays can double as HTTPS servers too. I'm not settled on the solution, but base64 isn't it IMHO.

What do relays need to do to support gift wraps?
Giftwrap's need to be deletable by the person tagged, and otherwise considered to be owned by the person tagged.
But bear in mind that the person tagged did not authorize that event to be stored on the relay, so charging them for it is a bit suss. However, maybe after a grace period the person tagged does accrue charges for it as they have had enough time to notice, inspect, and delete if it was spam. If they have not deleted it and if they don't pay the relay eventually deletes it.
