Didn't mean to hijack the thread. The BSTEP study was referenced by the USOEC contract in the first post. The study likely swayed the author of the text you were reading. There is a lot of information in it.

The BSTEP study appears to be an outline for an educational indoctrination scheme. They were making future projections to gain an understanding about how to better leverage education to maximize short-term gains.
They knew what was going to happen as a result of their planning and they knew the time-frame in which things were going to fail.
