The BSTEP study appears to be an outline for an educational indoctrination scheme. They were making future projections to gain an understanding about how to better leverage education to maximize short-term gains.

They knew what was going to happen as a result of their planning and they knew the time-frame in which things were going to fail.

The most interesting aspect of all this is that the guys who set this all in motion were super clever, but the products of this system had to run the system long after the originators were dead and they have no fucking idea that they're in a conspiracy. It's probably a big reason why the finely structured society they made started breaking down in the early 2000's when the Boomers started dying.
