I appreciate the heads up, but just wanted to say, Dens not doing something about this is a feature, not a bug. We don't want centralized censorship on this protocol, which means we'll have to be responsible for weekday we see ourselves.

This is a regularly scheduled anti-SPAMbot PSA.
The following NOSTR users are bots who follow and unfollow people as a SPAMmy way of abusing “follow” notifications.
They’re not going to change because they’re self-serving assholes.
I have no expectation that any NOSTR dev is going to do anything about this.
Our best option is for NOSTR users to just mute them:

I figured out the issue.
Primal web mute button wasn’t working.
Primal mobile mute button worked.
I had assumed that my previous attempts to mute them were successful and that “mute” perhaps didn’t apply to follow notifications.
Muting solved the issue.
