It's an open protocol. You can build whatever you want and find other clients and relays to process your stuff. It doesn't require any consensus.

If enough go along, you can submit a PR request and maybe get an "official" NIP number.

Thanks, that is fascinating. So are there already divergent implementations of the open protocol which some relays and clients process and others don’t? Perhaps the Amethyst suggested edit thing is an example of something?

Maybe the thing for the new kid on the block L1 is that although no one is stopping you doing whatever you want, at the same time no one is necessarily giving you the time of day!
