It's an open protocol. You can build whatever you want and find other clients and relays to process your stuff. It doesn't require any consensus.

Thanks, that is fascinating. So are there already divergent implementations of the open protocol which some relays and clients process and others don’t? Perhaps the Amethyst suggested edit thing is an example of something?
